A first in the country… Bridging the “Digital Divide” UPOU and Tarlac LGU to launch LEARNING HUB

Planning to enroll at the UP – Open University’s online platform without the necessary equipment is a concern being addressed by The Local Government of Tarlac thru the launching of a Learning Hub at UP Manila School of Health Sciences (SHS) Extension Campus in Tarlac City.


Last June 4, 2026, Prof. Joane V. Serrano, 5th Chancellor of UP Open University signed an MOU with Tarlac City Mayor Susan Yap and Governor Christian Yap to formally launch said program.


According to Prof. Serrano, this is a historic project as the first UP Learning Hub in the country. Furthermore, she emphasizes Tarlac is a strategic location in the north and this program is an extension of the services being offered at the UP campus in Tarlac.


In bridging the “Digital Divide” both Prof. Joane Serrano and Tarlac City Mayor Susan Yap share the same sentiment on the challenges in accessing essential equipment and internet connectivity from far-flung communities. With the UP Learning Hub, UP Open University students can visit the facility and access the virtual classroom, submit assignments and download modules.


According to Mayor Yap, the City Government will provide 40 Desktops.
